[FFmpeg-cvslog] fftools/ffmpeg_dec: stop using Decoder.pkt

fftools/ffmpeg_dec: stop using Decoder.pkt

It is only used for flushing the subtitle decoder, so allocate a
dedicated packet for that.

Keep Decoder.pkt unused for now, it will be repurposed in future
commits.
