[FFmpeg-cvslog] vulkan_h264: send scaling lists in zig-zag order

vulkan_h264: send scaling lists in zig-zag order
h264_ps turns the scaling lists into matrices with a raster scan order,
but Vulkan wants the scaling lists as originally defined.
