[FFmpeg-cvslog] fftools/ffmpeg: move output_packet() to ffmpeg_mux

fftools/ffmpeg: move output_packet() to ffmpeg_mux

This function is common to both transcoding and streamcopy, so it
properly belongs into the muxing code.
