[FFmpeg-cvslog] avcodec/h263: Move functions only used once to their caller

avcodec/h263: Move functions only used once to their caller

In this case it means moving ff_h263_pred_dc() resp. ff_h263_pred_acdc()
to ituh263enc.c resp. ituh263dec.c.
