[FFmpeg-cvslog] avfilter/dnn/dnn_backend_tf: fix cross library usage

avfilter/dnn/dnn_backend_tf: fix cross library usage

duplicate ff_hex_to_data() function from avformat and rename it to
hex_to_data() as static function.
