[FFmpeg-cvslog] doc/filters: mention availability of mcdeint, uspp

doc/filters: mention availability of mcdeint, uspp
Filters are present in tree of master and in docs but were
hard-disabled in 95054bfa48.
They remain available in v4.4 or earlier.
