[FFmpeg-cvslog] libavcodec/jpeg2000 Fix PCRL Progression Order check

libavcodec/jpeg2000 Fix PCRL Progression Order check
The PCRL progression checks were incomplete. This patch
modifes completes the check. Tested on p1_05.j2k.
