[FFmpeg-cvslog] lavfi/vaf_spectrumsynth: switch to activate.

lavfi/vaf_spectrumsynth: switch to activate.
Preserve the original workings, that does not use frames timestamps
and therefore is very fragile.
Allow to remove needs_fifo.
