[FFmpeg-cvslog] vaapi_encode_h265: Don't require uniform_spacing_flag

vaapi_encode_h265: Don't require uniform_spacing_flag

Though still use it if the tile arrangement matches.  Also try to keep the
fields in the same order as the standard.
