lavc/tiff: Default-initialize WhiteLevel DNG tag value

Initialized to `(2 ^ BitsPerSample) - 1` as per the DNG Specification.

Also make sure that `BlackLevel < WhiteLevel`.

This fixes decoding for "X7 CinemaDNG" samples here:
