[FFmpeg-cvslog] avcodec/htmlsubtitles: Be a bit more picky on syntax

avcodec/htmlsubtitles: Be a bit more picky on syntax

This reduces the number of strstr() calls per byte
This diasalows empty tags like '< >' as well as '<' in tags like '<ab<cd<<ef>'

Fixes timeout
