Revert "avcodec/libaomdec: auto insert dump_extra bitstream filter"

This reverts commit e45ed15594a2553056a577177591fbe55694af44.

The Matroska spec was updated to not remove Sequence Header OBUs from key
frames, so this is no longer needed.
