[FFmpeg-cvslog] avfilter/vf_fps: clean-up filter options

avfilter/vf_fps: clean-up filter options

Add missing AV_OPT_FLAG_FILTERING_PARAM flag to "start_time" option.
Fix indent of "round" named constants and clear unused field values.
