lavc/qsvenc: set HRD buffer size

Hypothetical Reference Decoding (HRD) model assumes that data flows
into a buffer of the fixed size BufferSizeInKB with a constant bitrate.
Smaller BufferSizeInKB means smaller frame size variations,
but more difficult to maintain HRD.
