[FFmpeg-cvslog] build: Add -D_XOPEN_SOURCE=600 to CPPFLAGS on Cygwin

build: Add -D_XOPEN_SOURCE=600 to CPPFLAGS on Cygwin
This is required to make certain math defines visible on modern Cygwin.
