[FFmpeg-cvslog] diracdec: check if reference could not be allocated

diracdec: check if reference could not be allocated

s->ref_pics[i] is later used as ref argument of interpolate_refplane,
where it is dereferenced.

If it is NULL, it causes a segmentation fault.
