[FFmpeg-cvslog] h264: reject mismatching luma/chroma bit depths during sps parsing

h264: reject mismatching luma/chroma bit depths during sps parsing
There is no point in delaying the check and it avoids bugs with a
half-initialized context.
Fixes invalid reads.
