I certainly hope so, because it would be a shame if a player or
editing software based on libavcodec wasn't able to either support
fast lowres proxy editing or enhance playback speed for small player
windows for codecs supporting this. I thought one of the design goals
of apple prores was explicitly to allow efficient lowres decoding for
exactly those use cases. Fast thumbnail extraction comes to mind as
another use case.
