[FFmpeg-cvslog] h264: remove CONFIG_GPL from x86 intra prediction code.

h264: remove CONFIG_GPL from x86 intra prediction code.

The authors permitted relicensing to LGPL a long time ago (Holger,
Loren and Jason).
