[FFmpeg-cvslog] rtpenc: Cast a rescaling parameter to int64_t

rtpenc: Cast a rescaling parameter to int64_t
This avoids overflow if frame_size is over 2147, since both
frame_size and AV_TIME_BASE are plain integers.
