[FFmpeg-cvslog] ffmpeg: cosmetics -- move parse_forced_key_frames().

ffmpeg: cosmetics -- move parse_forced_key_frames().
parse_forced_key_frames() is only used in new_video_stream(), so move it
right above new_video_stream().
