[FFmpeg-cvslog] Define POW_SF2_ZERO in aac.h and use for ff_aac_pow2sf_tabp[] offsets instead

Define POW_SF2_ZERO in aac.h and use for ff_aac_pow2sf_tabp[] offsets instead
of hardcoding 200 everywhere.
