[FFmpeg-cvslog] Enable header parsing for MPEG2VIDEO to get time-stamps.

Enable header parsing for MPEG2VIDEO to get time-stamps.

FFmpeg can generate pts and dts on its own, but only
if we enable parsing, so do that.
This fixes ticket #46.
