I agree with Michael here, running configure is only correct if a
codec was added. Any other change would add a good minute to my
buildtime for no good reason. Doing nothing isn't right, but
re-running configure isn't either. Not to mention that adding a format
shouldn't cause a complete rebuild in libavcodec/ or libswscale/ or
libavutil/, but that's another bug.
