Speaking for Fedora, I confirm that the symlink was added for the sake
of apps like FFmpeg which relay on this header being in /usr/include.
When I took over maintenance of the gsm package, the include file resided
only in /usr/include/gsm.
However, the official path in the Makefile is non-standard, i.e.
$(GSM_INSTALL_ROOT)/inc
Pragmatic suggestion: use whatever path is common in all distributions.
It might also be worth asking upstream about this, but since there's
just one file, I think /usr/include/gsm.h should be the proper place.
