I do not have CYGWIN set. In this situation, and in a Windows console,
I get color.
If I set it to tty, and in a Windows console, I get no color.
If I set it to notty, and in a Windows console, I get color.

I have not tried setting CYGWIN when in mintty, as the guide
http://www.cygwin.com/cygwin-ug-net/using-cygwinenv.html
says it should not be set.
