Because otherwise we would have:

make lavfitest
diff -u -w "/home/stefano/src/ffmpeg"/tests/lavfi.regression.ref tests/data/lavfi.regression
diff: /home/stefano/src/ffmpeg/tests/lavfi.regression.ref: No such file or directory
make: *** [lavfitest] Error 2

and I prefer to disable something not working, or people will start to
complain / wonder about that.

Not that I care so much about keeping it commented out or not, feel
free to change it if that bothers you.
