maybe i have written this in a more aggressive tone than i wanted.
What i wanted to say is that no single developer or 2-3 developers in
isolation should just be able to change the policy which everyone is
supposed to follow.

And iam not saying iam against running checkheaders as part of the required
regression tests, just that such a change should be discussed on the
mailing list.
