Sorry, I was probably unclear. IPP is AFAIK used in lavc. I believed
it's used in IDCT and other decoding-related routines.
I think the correct the would be to add a config test to test for the
presence of IPP instead of compiling it whenever.

When I was talking about MPlayer's ARM port, it's mainly because I
have in mind that AFAIK IPP support was added in MPlayer's fork
MPlayer-W100.

So I guess removing IPP_INC doesn't only impact MPlayer but also all
projects that uses lavc.
