If I understand correctly it's mostly only logically equialent. If a vqbook 
has only one stage than, indeed, coupling can be done beforehand. However, if 
it's - like many codebooks - multi-stage (final value is the sum of at least 
two vectors), than coupling can't be done beforehand easily (at least I don't 
see how).
