No it's not; this sentence is not a run-on.
The ability to separate a sentence is not what makes it run-on.
Rather, it's the presence of more than one independent clause without
a proper grammatical connective that makes a sentence run-on. Such
connectives would include conjunctions (and, or, but, ...) and
punctuation (most notably the semicolon, but sometimes a dash works
too).

Also, while the above example which you quoted is rather ironic, it
seems to be a common internet way of writing a colloquial way of
speaking. A dash would make a lot more sense there, but I guess people
think it looks too sophisticated and negates the colloquial quality of
the sentence. :)
