Yes, I know, that's why I said that it was "theoretically" ambiguous. In
practice the meaning is apparent, but my point was that it is not
formally clear, if one looks at only the types of words which are used
and ignores their specific meanings. My objections apply equally well to
ay adjectival phrase or noun phrase for which the grouping is
potentially unclear, and the actual content of that phrase is completely
irrelevant to whether or not it bothers me.
