No, it's always in 1000/1001 units, regardless of whether it's "mpeg
for NTSC" or "plain NTSC". If you read the NTSC history on how the
framerate was reduced when the color carrier was added, the change is
*exactly* a factor of 1000/1001. This isn't just some magic number
people picked for mpeg use.
