[DVDnav-discuss] [PATCH] remove unnecessary HAVE_CONFIG_H #ifdefs

This patch removes some unnecessary #ifdefs around config.h
#includes.  We don't have them in libdvdread and they are
rather pointless.  Also, we want compilation to fail if
config.h is not available.

OK to commit?
