If you're using Debian, I recommend http://www.debian-multimedia.org
as a good starting place.  Other distributions/environments have
similar sites with specific information and possibly prebuilt packages
for you.

You probably want to install libdvdcss2.  That by itself may solve
many of the issues that you are seeing.

For watching DVDs including menu navigation, I like xine, which uses dvdnav.
